We are delivering <br />millions of acre-feet of water underground in <br />excess of our commitments under the compacts <br />that we don't control now. I think rather than <br />opening the door to the delivery of more water <br />this gives us a better chance to keep our deliv- <br />eries down to what we have agreed to do. But <br />again, this is merely a statement of principle <br />and not an implementation of any particular <br />method of it." <br /> <br />"Any further discussion?
