<br /> <br /> <br />i We are making preliminary studies to ascertain if Small reservoir sites may be <br />available on the upper reaches of those streams, "and the possibilities for small' <br />reclamation projects. The average annual runoff from the drainage basins of <br />these streams, per square mile, is very low, and any reclamation project of con- <br />siderable size would require the construction of reservoirs with capacities far <br />in excess 'of those ordinarily required on perennia.l streams, with expensive <br />spill-Ys. <br /> <br />The remaining opportunity for development consists of a continuation of the program <br />for construction of small stock ponds throughout the basin, under the Triple A and <br />Soil Conservation agencies. <br /> <br />There is a very evident need for the continuation of this program. Such develop- <br />ments, however, must be, limited to the smaller tributaries ot' the main streams, <br />otherwise they would, very likely, be destroyed by unusual flood t'lows. Mr. Thompson <br />of the Bureau of Reclamation seems to agree with the views hereinabove expressed, <br />and has assured me of its full cooperation by including this program in its further <br />studies. <br /> <br />In the absence of any reliable information to date conoerning the ultimate possi- <br />bilities for the development of the water supplies for the basin in Colorado, I <br />have, in our previous negotiations looking to a. Compact, tentatively made a <br />reservation of 20,000 acre feet of water per year for future storage developments, <br />and a reservation, as against the claims of the Qther two states also for a <br />priority of use of water for all existing developments in Colorado, and for all <br />future needs as they may arise, both from surface and underground water supplies <br />for stock, domestic, recreation and. fish cultural purposes. It is possible that, <br />as a result of further t'ield investigations and studies, it may be t'ound desirable <br />to increase the amount of the above requested reservations for future storage. <br /> <br />/s/ <br /> <br />M. Binderlider <br />Compact Commissioner for Colorado. <br /> <br />After the submission of this report it was announced by the Chairman that 11; <br />would be made a part of the record and included in the minutes of this meeting. <br /> <br />At this time, pursuant to previous action of the Board, the Director sub- <br />mitted the following report with respe"t to the interstate centreversy over the <br />waters of the North Platte River: <br /> <br />"After Colorado's testimony is completed, efforts will be resUlll8d. <br />looldng toward a settlement of the controvery by either a Consent Decree <br />or by an Interstate Compact. Previous negotiations, to this end, have <br />failed, or been delayed, pending the introduction oE Colorado's testi- <br />mony. It is recommended by the Director, that the oard authorize and <br />enoourage further efforts looking toward an amicable adjustment. <br /> <br />"At the last Board meeting the Director was instruoted to confer with <br />the Attorney General and Special Counsel with respect to the scope of the <br />testimony to be introduced concerning the South Platte RiVer. This has <br />been done. The decision of Special Counsel to introduce certain testi- <br />mony relative to the South Platte, in lina with Colorado's answer and <br />Cross Bill, appears to be advisable and to be the proper course to pursue.ft <br /> <br />~For complete report of interstate litigation between Nebraska, Wyoming, and Colo- <br />rade see pages 68, 69 and 70, written report of Clifford R.
