<br /> <br />of flood oontrol only, and for multiple use purposes, disoloses that, with the. ex- <br />ception of the proposed large reservoir at the Harlan County site, the oost would <br />far exceed the benefits which would accrue, both from flood control aDd conser- <br />vation of water for irrigation and other uses. <br /> <br />The Bureau of Recl!U11ation reviewed the report of the U.S.Engineers, and, based upon <br />the data available, arrived at substantially the same conclusions as did the Army <br />Engineers. The Bureau of Reclamation, however, has been authorized to make a <br />complete study of' the possibilities for water conservation and flood control in the <br />Republican River Basin, and is now engaged in such study. <br /> <br />In this connection the State of Kansas is much interested in a new reclamation project <br />whioh would be served by the proposed Harlan County reservoir. <br /> <br />Under date of October 19, 1940, Mr. Debler of the Bureau of Reclamation advised me <br />of the present status of the Bureau's investigations in the Republican River Basin <br />as follows I <br /> <br />That the Bureau's present program includes the examination of the Republican River <br />Valley from about McCook, Nebraska to the lower limit of the irrigable lands in <br />Kansas. in order to prepare a coordinated plan of irrigation and flood control <br />development on the main stem of the Republican. That the Bureau also was making <br />an examination of the developlllent possibilities of Red Willow and :Medioine Creeks, <br />tributaries of the Republican River in Nebraska, since they have a definite bearing <br />on the developlllent of the bottom lanils along the main stem of the river below MoCook. <br />An examination has also been made, by the Bureau, of Buffalo and Rock Creeks, <br />tributaries of the Republioan River between Benklem.an aDd Max, Nebraska. where <br />there appear to be remote possibilities for the orrigation of a small area of <br />additional lands. <br /> <br />The Bureau has completed the classification of lands in Kansas to be incorporated <br />in a project under the proposed Harland County reservoir. <br /> <br />Mr. Debler reports that as soon as fuDds beoome available in an amount permitting <br />an extension of the program, it is expeoted to enlarge the work on the Republioan <br />River, in order to be able to submit a complete and detailed report on developmem <br />possibilities throughout the entire Republioan River BaBin. <br /> <br />As you are advised, the Bureau af Reclamation has, heretofore, approved a reclamation <br />project on the North Fork of the Republioan River in ColoradO, which involves the <br />eonstruction of a 7,000 acre foct reservoir above Wray, which would provide supple. <br />mental water supplies for the lands now irrigated out of the North Fork of the <br />Republican River in Colcrado, and under the Pioneer Ditoh in Western Nebraska, and <br />ltOuld also provide a water supply for 2,000 aeres of new lands in Nebraska. This <br />projeet has recemly been approved by the President for eonstruction by the Bureau <br />of Reclamation, under the provisions of the Case-wheeler Act. The water users <br />under this projeot have not yet decided' if they will assume the obligation eovering <br />repe.yment of,the sums which the Bureau of Reclamation has found. that they would be <br />justified in payiDg. It is understood, however, the.tsome progress has beEm made <br />looking to a final deoision by the water users. <br /> <br />Pursuant to the appointment of Commissioners by the Governors of the three states <br />early this year, the Commissioners met in my offioe on May 28th, and 29bh~ of this <br />year, at whioh time Mr. Debler and his assistant. Mr. Judah, appeared before the <br />Commission and explained the erlent and status of investigations by the Bureau in <br />the Republioan River Basin. The Commission was advised at that time that i:;he <br />Bureau did. not have sufficient funds wich which to expeditiously prosecute ita in- <br />vestiga.tions, and that, as' a result, the Bureau's final report might not be avail- <br />able to i:;he three stai:;es for ma.ny months. <br /> <br />II <br />
