C. Hinderlider would include tbase <br />items in his budget estimates for appropriations by the next legislature; lIJld <br />that an estimated further expenditure from funds of' tba Colorado Water Conser- <br />vation Board for the period October 1, 1940 to June ;0,"194l, in the amount of <br />$155.0.00, be authorized. It was explfiined that an authOrization bY the Board <br />for such expenditures would be in addition to the previous action taken on <br />February I, 1940, which authorized the expenditure of $1433~00 for administration <br />of the Rio Grande Compact. <br /> <br />After discussion of the recolinnendation, it Was moved by Mr. Dille and <br />seconded by Attorney General Rogers that the recol1llllendation of the committee be <br />approved 8.nd that the Colorado Water Conservation Board authorize the further <br />expenditure from funds available to the Board of' the sum of $1550.00 for the <br />administration of t he Rio Grande Compact from October 1, 1940 to June 30, 1941. <br /> <br />The motion was duly passed, adopted IlJld approved by unanimous voteQf the <br />Board. <br /> <br />Thereupon, F. R. Carpenter, Chairman of the special oommittee on small da:m <br />construction in the State of Colorado, submitted the following report: <br /> <br />-Report of' Committee <br />on amendments to the existing law <br />relating to the construction of dams <br />"The Committee reports: <br /> <br />That the construction of large numbers of stock watering reservoirs in this <br />State without any compliance with law, has reached such proportions that local <br />meetings should be bald to explain to stock:men and' govermnental agencies the <br />need for regulation and the danger of the present status of such reservoirs <br />from the standpoint of public safety as well as the protection of property <br />rights in such stored water. <br /> <br />"That Messrs.
