M. Dille <br />and himself. pursuant to direction of the Board. in an attempt to adjust the Laramie <br />River problem. to-wit: <br /> <br />Il <br />I <br /> <br />"LARAMIE RIVER. The decision of the, Supreme Court of' the United States in <br />April of this year held'that the deorees heretofore eIItered constituted an <br />equitable apportionmeIIt of the waters of the Laramie River between the states <br />of Colorado and Wyoming, but did not deteI'llline the distributiGn CIIf 8aoh state's <br />apportio1llllent among water users of the respeotive states. This deoision <br />settled a question of law,which created a oontroverlly preventing proper ad- <br />ministration and which lllB.de it diffioult for the State of Colorado to oomply <br />with the decree. The recent decision also made it possible for an attempt to <br />be made to adjust the interests of meadowland ditches within the Laram.i~ River <br />Valley and water users under transmountain ditches. <br /> <br /> <br />"Pursuant to the clirection of this Board J. Y. Dille, a member of the Board, <br />and the Direotor have in recent weeks been engaged in an effort to bring about <br />an agreement between the owners of meadowland ditches and owners of the trans- <br />mountain ditches. Meetings have been held with Laramie River water users and <br />officers of' ditch oompanies in Northern Colorado. A ooIllllli.ttee of four re- <br />preseIIting eaoh of the groups of water uSers held a meeting at Fort Collins, <br />Colorado, on September 30th. No agreemeIIt hs.s yet been reached bUD further <br />meeting.- are to be held. The Director and Mr. Dille are encouraged with the <br />progress and, believe thAt a:ijustment will be reached,betore the next irri- <br />gatiQn season. If an agreement is reached, it is probable thAt it will be <br />necessary for the ColQrado Water Conservation Board to make oertain expend- <br />itures during the next irrigation season for the purpose of observing uses of <br />water within the Laramie River Basin and assisting looal water users to obtain <br />the maxill1Ulll use 0 l' Colorado's shs.re. Such work will make available facts <br />whioh are neoessary in the eveIIt of an effort being made to reopen the case in <br />the Supreme Court. It will also be necessary if the proposed agreemeIIt is <br />finally cons1llllllJ8.ted to assist local water users in the installation of ad- <br />equate reoording devioes. This expenditure is justified because of the inter- <br />state phAse of the problem.
