I

GOVERNOR MCNICHOLS:

I

ask the Governor how he feels about it;
whether these projects are beneficial to
our local level? In addition to that,
we have in the neighborhood of $25,000
worth of damage to our crops each year.
We personally this year suffered something
over $3,000 worth of damage to our barley
in a two week period. We have an affidavit
to that effect.

Governor, how do you feel about these
issues?

As I say, this is just exactly why
we are here. To find out if the people
want these things; if this is feasible
or not. Certainly, if the people in this
area donlt want a Wild Life project, I
don't think it ought to be stuffed down
their necks. I donlt think they ought
to have to take it. A lot of people want
them. A lot of people are begging us to
develop money and develop areas for tourists
and develop these areas for recreation.
I certainly think you are right. If the
people don't want the project, certainly,
they hadn't ought to have to have it.

Another thing I would like to say,
Mr. Coleman raised an interesting question
about whether or not the lawyers, the
people who are the legal experts in water
matters, whether they can research the
problem as to whether or not when you make
a contribution of water to a stream from
underground water, contribute to surface
water, wheth~r or not th~re would be a
continuing obligation on our part to
continue to furnish the water. I think
that is a very vital question. This
project isn't any good unless you can shut
it off if it damages somebody. That is the
whole ide a.

If you contribute to the stream and
then we are obligated to continue to furnish
the water, I think that poses a real question
to this project and I am not enough of an
expert. I haven't had the opportunity to
