Just a brief word on renegotiation I
of the contract. Can you imagine, if we
renegotiated the contract, it would be so
that we would get more water. That is .

Can you imagine Texas and New Mexico
giving us more water? Can you imagine the
Governor down there running for office
and telling the people of the Rio Grande
Valley, "I am going to give some of your
water back to Colorado." Renegotiation
will happen about the same time that jack
rabbits start riding bicycles. We are in
a political world. We have got to face
it.

My name is Milt Wiggenbaugh. I am
a school board member from Monte Vista
and there is a question here I would like
to direct to our Governor. As was mentioned
here, these Wild Life projects are passed
by Congress on the recommendation from the
state level. We have had the Wild Life
refuge south of Monte Vista for the last
seven or eight years. In lieu of taxes
on this property, we received -- when I
say "we," I mean the county road fund
and for the support of the school -- we
received 25 percent of the gross sales
from the Wild Life area.

Five years ago when I first went on
the board, the Wild Life area consisted
of approximately 6,000 acres. The county -
and school received approximately $3,000 I
worth of revenue. Now, our refuge consists
of something over 11,000 acres and our
anticipated revenue this year is $1200.
Now, I don't know what the original tax
schedule on 11,000 acres of land would be,
but I certainly know that $1200 is a
ridiculous figure.
