<br />~ <br /> <br />I <br /> <br />To renegotiate anything you have to <br />have agreement between people. And <br />irrespective of whether we think the compact <br />was right or wrong when it was initially <br />agreed upon, it is going to take the con- <br />currence of the states of Texas and New <br />Mexico. The Governor, Mr. Whitten, Mr. <br />Sparks and the attorney for the Water <br />Board have diligently been trying for many <br />years to renegotiate this. I might describe <br />it as voices crying in thB wilderness as <br />far as we are concerned. We have got to <br />the point where, as the Governor indicated <br />in his opening remarks we haven't gotten <br />very far at all, we have gotten to the <br />point where it is our opinion that it <br />would be a futile effort although we have <br />continued and will continue to attempt to <br />renegotiate but unless you can get some <br />cooperation, which we don't think is forth- <br />coming, it doesn't look like it has much <br />promise. <br /> <br />As far as the Fish and Wild Life is <br />concerned, Larry, would you like to explain <br />tha t? <br /> <br />MR . SPARKS: <br /> <br />It doesn't have to be in the project. <br />The question is: Do we want it in there <br />if we do construct the project? Is it a <br />worth-while project as far as the valley <br />is concerned? It appears to us any of <br />these Fish and Wild Life projects do inure <br />to the benefit of a local area. <br /> <br />I <br /> <br />It may not be true but Congress requires <br />coordination in the construction of any of <br />these projects between all branches of the <br />Federal Government and State Government <br />and if it is possible to integrate recreational <br />benefits, or whatever you have, in one of <br />these projects, it must be done. <br /> <br />Now, the decision is up to Congress <br />as to whether or not this actually is <br />constructed or what aspects are to be <br />included. The recommendation is made by <br />the State of Colorado by this Board. So <br />whether or not the project is actually <br />
