Did that answer your question? <br /> <br />Not entirely. <br /> <br />Maybe Mr. Sparks can give us some clues <br />on that. <br /> <br />It is our intention, I think, in this <br />project to attempt to seek authorization <br />on a nonreimbursable basis as was done in <br />the case of the Rio Grande salvage project <br />in New Mexico since three states would be <br />the beneficiaries of this project. We <br />have some precedent already for making <br />it a nonreimbursable project. We have, <br />in Colorado, we have the Arkansas River <br />Compact where the cost of the John Martin <br />Reservoir was handled on a nonreimbursable <br />basis. The expense of that was on a non- <br />reimbursable basis because that was part <br />of the salvage project in New Mexico so <br />we would anticipate asking for congressional <br />authorization on a nonreimbursable basis. <br /> <br />Mr. Nelson, do you have a question? <br /> <br />The only thing I had was the term <br />"nonreimbursable" might be government <br />gObble-de-gook to some.
