I think what we are talking about is
a nonreimbursable project. If it were
authorized by the Gongre ss, it would be
authorized on such a basis. We would assume,
for the purposes of this discussion, that
those are the ground rules.

My name is Stober. I am representing
the Closed Basin Committee that was appointed
at the meeting in Sargents. On this
committee, Mr. Gallman was appointed, Mr.
Sellers and myself. Now, we would like
to have a few minutes to present our side
of this question from the Glosed Basin.
We are the ones that are going to be effected
most.

Now, some of these are members and
some of this is from water diverted from
the Rio Grande. Now, I would like to
present here at this time the reason why
I might say this: At this meeting at
Sargents a vote was taken and we oppose
the Glosed Basin pumping.
