without full disclosure of all this
information to all of those who are involved,
we are not going to get any unanimity of
thought or action and I don't think any
small group of water users want to do any- I
thing which, in the long run, may have an
adverse effect on a larger number of water
users somewhere else.

Now, to prote ct the water users whe ther
they are large or small, we have a Water
Board and that Water Board, irrespective of
the fact that the group they are considering
is large or small, they ought to prote ct
them be cause that is the ir job under the law.

It seems to me that we have enough
legal talent between the Attorney General's
office, which has done a fine job for the
State of Colorado over the years in these
matters, an exceptionally fine job, and
between the attorney for the Water Board
and the distinguished judge who serves as
your representative on that Water Board,
it seems to me that we could work this
program out if it meets with your satisfaction.
We could work it out so that everyone would
be protected and that if the project indicated
that anyone was adversely effected, that we
could shut the project off and would have to
look for a new solution to our problem, if
we can find one.

So a few years ago when I came to this
meeting, a meeting similar to this, I wasn't
sure that this was going to work out and I
told the people at that meeting that I didn't
think that we ought to be afraid to generate
facts and information about our ground I
water and surface water situations; that we
ought to meet these things head-on and try
to develop the facts and information on a
cooperative basis and on a full disclosure
basis and we ought to try to work them out
together. Because if we don't work this
out together, we are certainly going to lose
together. It's not a particularly happy thing
