<br />that he wants about this project because <br />without full disclosure of all this <br />information to all of those who are involved, <br />we are not going to get any unanimity of <br />thought or action and I don't think any <br />small group of water users want to do any- I <br />thing which, in the long run, may have an <br />adverse effect on a larger number of water <br />users somewhere else. <br /> <br />Now, to prote ct the water users whe ther <br />they are large or small, we have a Water <br />Board and that Water Board, irrespective of <br />the fact that the group they are considering <br />is large or small, they ought to prote ct <br />them be cause that is the ir job under the law. <br /> <br />It seems to me that we have enough <br />legal talent between the Attorney General's <br />office, which has done a fine job for the <br />State of Colorado over the years in these <br />matters, an exceptionally fine job, and <br />between the attorney for the Water Board <br />and the distinguished judge who serves as <br />your representative on that Water Board, <br />it seems to me that we could work this <br />program out if it meets with your satisfaction. <br />We could work it out so that everyone would <br />be protected and that if the project indicated <br />that anyone was adversely effected, that we <br />could shut the project off and would have to <br />look for a new solution to our problem, if <br />we can find one. <br /> <br />So a few years ago when I came to this <br />meeting, a meeting similar to this, I wasn't <br />sure that this was going to work out and I <br />told the people at that meeting that I didn't <br />think that we ought to be afraid to generate <br />facts and information about our ground I <br />water and surface water situations; that we <br />ought to meet these things head-on and try <br />to develop the facts and information on a <br />cooperative basis and on a full disclosure <br />basis and we ought to try to work them out <br />together. Because if we don't work this <br />out together, we are certainly going to lose <br />together. It's not a particularly happy thing <br />
