streams and tributaries that contribute
to the Closed Basin water. So, due to the
fact that water is specifically excluded
from the Basin, it seems to me that if we
could start a pilot project at the lower
end of this Basin -- I certainly think it
ought to be done on a pumping basis from
the information that I can read rather than
on some kind of a sump drainage basis,
because you have no opportunity to shut
that off -- but when you pump water and
then perhaps return it to the river by
channels, if it effects the water levels
in the pilot project wherein a minimum
number of wils would be drilled -- the
test wells on the perimeter of the area
would give us an accurate evaluation as
to whether or not the water tables are
being lowered. Then we would have a pretty
accurate idea of the draining and if it
appears that this project or any of the
extensions of the project -- if it should
happen to work out successfully on a pilot
basis or if it does not work out successfully
and there is an indication that it will
lower the water tables, then we just stop
the pumping or we try to work out something
else if that is feasible.

I think in this day and age we have to
realize that we no longer, in many of these
areas where important decisions have to be
made, that we can no longer hide our heads
in the sand and say the problem doesn't
exist when poised on our borders there are
people armed to litigate with us and possibly
win and by winning it might vitally effect,
in a very material way, the water that we
are now using from the river.

As I say, I can't testify to the
accuracy, to the merits of this project.
The only thing that we have to justify our
position -- and I don't think we ought to
particularly take a position until every-
body is ready to take a position on this
and I don't think any decisions ought to
be made until everybody has all the information
