<br />The Owl Creek Supply and Irrigation Company operates aM maintains 12 miles of the Owl Creek Ditch, The
<br />existing hydraulic structures along the 12 miles of dit~h, sUch as; check structures, drop structures, measuring
<br />weirs, flumes, gates, etc., have severely deteriorated Over the years and are in the need of replacement. The
<br />proposed project involves the replacement of 14 major stnlctures, 55 flumes, 10-meter gates, and 30 headgates, to
<br />be designed by Smith Geotechnical, Ft. Collins, Colotado.,Construction of the measuring devices commenced in
<br />July of2001, with the remaining improvements to f01\ow in the fall of 2001.

<br />In 1995 the Windsor Reservoir and Canal Company retained the services of Smith Geotechnical to evaluate the
<br />current condition of their 2S miles of canal and 6 reservoirs, Smith Geotechnical identified approximately
<br />$3,400,000 in recommended improvements, with a proposed design and construction time frame of IS-years, a

<br />Windsor Reservoir No.8, Annex No.8 and Elder Reservoir Outlet Structure. The Poudre Valley Canal and the
<br />Cobb Lake improvements have been designed and construoted, The design on Annex No.8 and Windsor No.8
<br />are currently underway. The construction of Elder Reservtiir commenced in May of2001, constructed by Zak
<br />Dirt, from Longmont, CO. Elder Reservoir is tentatively s'cheduled to be completed by September of 200 1.

<br />Jackson Lake Reservoir is located approximately 17 tnilesnorthwest of Fort ~organ and has an estimat~d ~torag_

<br />water to about 17,000 acres ofland. The dam is not currently under any restriction by the State Engineer's
<br />Office, but the SEO has indicated concern about the existing dam facing, The proposed project is to provide a
<br />renewed slope protection along the upstream face of the dam, The existing concrete slabs have deteriorated over
<br />time, due to the extreme wave action and general freeze-thaw. The major component of the project is new soil
<br />cement facing, approximately 3-4 feet thick, running along about 70% of the existing dam face (8,100-feet). The
<br />new soil cement will be poured directly over the existing concrete slabs and will extend several feet below the toe
<br />of the embankment. W. W. Wheeler of Englewood, Col<)rado is designing the project, at an estimated'
<br />construction cost of $3,000,000, The project was awarded to ACI, of Colorado, for $2,200,000, with
<br />construction scheduled to commence in August of 200 I.

<br />This project is the rehabilitation of the Ryan Gulch Dam which includes the construction of a new spillway, lining
<br />the upstream face of the dam with a clay liner, sleeving the existing 24-inch outlet pipe, and constructing a new
<br />upstream controlled inlet works, Boyle Engineering, mc'. of Denver has completed the final design plans, which
<br />has been reviewed and approved by the State Engineer's bffice. Bids were received to construct the planned
<br />improvements, but were outside the project budget. Thb Ditch Company is currently obtaining a new design
<br />engineer to redesign certain aspects of the project in an ~,ttemPt to reduce the overall cost of the job. The projecta
<br />is currently on-hold pending the outcome of the Dit~h Company's redesign of the reservoir. ..
