A county would really <br /> <br />be hard put to suddenly come up with the money needed for <br /> <br />that. Because of our big flood being a national disaster, <br />, , <br /> <br />we were able to get reimbursed for the bulk of that kind of <br /> <br />expenditures. But these things come' very ',suddenly ,:arid <br /> <br />contingency funds are not always adequate, particularly if <br /> <br />there has been some forest fire or some other kind of a <br /> <br />disaster in the same year. <br /> <br />I think you need to give consideration to grants, <br /> <br />because there is a great deal of difficulty for one Board <br /> <br />of County Commissioners to commit future Boards of County <br /> <br />Commissioners to repaying money unless it is under a general <br /> <br />vote of the population. Again, that is not always expedient <br /> <br />nor possible. An illustration of the kinds of thing'I'm <br /> <br />talking about is the Small Water Shed Project that Larimer <br /> <br />County agreed to -- I think it was 16 years ago -- with the <br /> <br />Soil Conservation Fund to put a series of dams in the <br /> <br />Boxelder Water Shed.
