So that ultimately we were able to <br /> <br />purchase 97 parcels in the floodway at a cost of about a <br /> <br />million and a half dollars. <br /> <br />Now, with the seven percent limit that is facing <br /> <br />the Legislature and if we had not been fortunate enough to <br /> <br />have a Senator in a very strategic position, I'm not sure <br /> <br />we would have been able to get that appropriation through <br /> <br />that got the ball rolling for that important program. <br /> <br />Therefore, I would urge that the Board give consideration <br /> <br />to set aside a certain share of monies in flood control as <br /> <br />grants to assist local governments in instances such as we <br /> <br />experienced in the Big Thompson. And I would also urge you <br /> <br />to give consideration, if you do decide to do that, to have <br /> <br />a system that can be expedited and move very quickly. <br /> <br />One of the real hardships for the victims in the <br /> <br />Big Thompson was that we did not know and they did not know <br /> <br />whether this acquisition program would go forward for many, <br /> <br />many months after the flood. In fact, some did not receive <br /> <br />their money for approximately a year and a half after the <br /> <br />flood. This enabled other benefits to come to these flood <br /> <br />victims. We finally administered 432,000 of HUD funds for <br /> <br />relocation. So, coupled with the acquisition money and the <br /> <br />'relocation money, it was beneficial; although not 100 percen <br /> <br />. <br /> <br />CHARLINE K.
