Miss Pointer stated that the people in the Arkansas Valley are
concerned about these reports s.ince they .feel itwould bee. serious thing if
the Blue River Projeot Report would be completed before the Gunnison-Arke.nsas
Report was ready.

Mr. Dille stated that the Colorado-Big Thompson project has been
held up because of'the war but that the district is quite anxious to do every-
thing possible to be ready to go as soon as conditions; permit. 1le referred to
the n_ studies being made by the Bureau to get cheaper sitelli for power and the
pIan for development on the Eastern Slope.

Mr. Page assured the Board that the Bureau's only desire is to
serve the West in the best manner possible.

The meeting adjourned at 6:00 P. M. to reconvene at 10:00 A.M.,
Thursday. January 6, 1944.

. The meeting was called to order by Vice-Chairman C.hris Wallrioh
at 10:45 A. M.

Director Stone reported on the'Colo~e R~ver~elopment fund and
the difficulties: facing the Bureau nOW' in getting. suffi,oient men to work on
invest~gations. He also gave an explanation of the proposed plan of re- '
organization of the Bureau of Reclamation. He, discussed their proposed plan
relating to personnel, process of reports. policy, ,administration. construction
and 1 egal pha"",s.

The problem of the difficulties encountered! on some projeots which
are in .charge of two regional men of ,the ,.Bur.eau was ne-xt, consider.ed and discussed.

It _s moved by Mr. Dille and aecondedby Mr. Bailey
that Miss Pointer, Judge 0 'Rourke and Mr. Smith be
appointed as a cmmnittee to advise with Director Stone
in contacting the Ccmmissioner of the Bureau of
Reclamation and some of the other States to .secure
some expressiona of policy regar.ding the jurisdictions
over projectlll by Bureau offichla whioh 11e in two or
more regions.

The motion w&a unanimcusly carried and declared passed.

Director Stone stated that the Bureau of the Budget and other
government officials and agencie8l in Washington apparently have adopted the
policy of freezing the money in the Colorado River Developmellt Fund and that
this is hindering the progress. of projeot investigatiOll8 in the Colorado
River Basin.

It was moved by Miss PoiI\ter that the minutes, of the
meeting of June 28. 194}, be approved.

The motion was seconded by Mr. Pughe and unanimOUSly carried.
