MR. M::: COLM:

I

MR. PETERSON:

MR. SPARKS:

I

"It hasn't been determined as yet
whether we'll administer these areas or
not, So far, it is only the function of the
National Park Service to investigate and
plan these developments in cooperation with
the Bureau of Reclamation, The moneys that
will be spent for the federal investment, as
you probably know, are nonreimbursable or
nonreturnable funds. So it still remains a
problem as to who is going to take care of
them after the initial development is made.
To let out concessions like these, we have to
find people who are capable of putting the
money into that,

I don't think there needs to be any
worry about it, vIe have estimated that about
a half million people a year will visit the
area. I personally think that is a very
conservative figure. At our current method of
estimating benefits, that would come to about
$800,000 a year which will be spent. The
current bill before Congress, the new Flood
Control Act, puts a new title on streams in
there in which Congress says that benefits
from recreation on these reservoir projects
shall be estimated at not less than 50i per
visit per day. So even at that you get a
benefit there, estimating on that 50~ per
visit basis, of a quarter of a million dol-
lars a year, Over a ten year period that's
$12,500,000. The annual cost of federal
~articipation in recreation will run around
$158,000."

"Larry, that's in addition to the private
enterprises that will surely be along the
reservoir?"

"That's correct. That's only the federal
expenditure, which is contemplated initially
to be a little over $3,000,000,

On this side of the blackboard is the
control schedule for the Curecanti Project.
You will notice the black line here is the
Blue Mesa unit. Beginning July 1, 1960 -
the beginning of the fiscal year 1961 - this
is scheduled to start. It calls for the
expenditure of $1,400,000 in this fiscal year
which is the amount which Congress, we are
