consider the public objections, if there are any, in a very short
period of time at the meeting at which they are supposed to be voting
on them. If we can get public input at this meeting, then at the next
meeting we would have had a period of time to talk about it among
ourselves so we could respond appropriately.

MR. SPARKS: We will s.end them out immediately as "Preliminary." They
wi,ll not be on the agenda as "Final" for the Cortez meeting.

I

MR. BENTON: I would like to recommend that this procedure of a public
meeting in the area, especially where there is such a large filing as
there is going to be in Routt County, I would presume, be:followed. .1
think this is a good idea, because a lot of these places are, for one
reason or another, usually negligence on their part, are not getting
this information.

MR. FETCHER: I will say that the meeting that we had worked very well.
There was some constructive criticism and comments. And as a result of
that, there were some changes made on the .'/Preliminary." What you are
seeing now for Routt County is as a result of having it aired before
the Planning Conmdssion and others that were at that particular meeting.
. -

MR. I wonder, Mr. Chairman, if it might be appropriate because
of what has happened in Routt County that~at least we-give preliminary
approval to those filings in Routt County and adhere to the other
procedure that we established for consideration of minimum stream flows.
I think the staff, apparently, had done its own work-with Routt County.
The public there has had a chance". Apparently, we are not going" to'
have any surprises.

If we give preliminary approval today, it could be scheduled for final
approval at the next meeting.

MR. At Mr.
Fetcher's direction, that meeting was scheduled. It was advertised.
And, in addition to talking to the Planning Conmdssion, we also talked
to the Forest Service. It was an excellent meeting. I think the I
public concern was well represented. It is something we should probably
do mpre of. The credit for that meeting really has to go. to: John. It
was an outstanding thing. I think the public was well represented and
heard. Those correc tions are there. -

MR. STAPLETON:
thinks there was
so that we could
items today?

Am I correct in assuming that everybody concerned
adequate notice to Routt County people in every form
continue with the preliminary discussion of these

-22-
