(No response.) <br /> <br />They are approved. (See Appendix B.) <br /> <br />MR. SPARKS: I might say that I am disappointed about the lack of <br />controversy (laughter). <br /> <br />MR. STAPLETON: Let's now turn to the "Preliminaries." Would you tell <br />us how this information is disseminated and where we stand? I take it <br />we will consider these for final recommendations at our Cortez meeting. <br /> <br />MR. SPARKS: That is correct. Mr. Helton, the chief of our environ- <br />mental section, is here. Duane, will you explain how these were <br />distributed? <br /> <br />MR. HELTON: At this point in time, they haven't been distributed. As <br />we understand our policy, it is to submit them to the board for their <br />consideration and at least a month before the next meeting, we will <br />send them out to everyone we know that is interested. That is our <br />policy, from three to four meetings ago. <br /> <br />MR. ROBBINS: I would like, as a member of the board, to request the . <br />board to change the policy and distribute the proposed recommendations <br />a number of weeks before the board meetings, so that the water users <br />and interested public can present to the board their. objections on the <br />proposed recommendations. <br /> <br />MR. BROWNELL:' Agreed. <br />MR. STAPLETON: Yes, that was the understanding we all had. <br /> <br />MR. SPARKS: As a matter of fact, that comes as a surprise to me, too.' <br />I thought they were being distributed i1IllOOdiate1y when they were <br />prepared. In our area, Duane and <br />Eddie Kochman came over and had a public meeting concerning this. I <br />thought that was the function of going over these preliminary minimum <br />flows and lake levels. At that meeting, there was input from the <br />public, and I thought that this was the procedure. <br /> <br />MR.
