-it to: be approved, just as.'a statement of the policy'of the State. 1'_'
am really:concerned that if we try-to answer, each Qne of these -- and
we are not:going to be given time,: apparently; to prepare our answers --
we are going to fall -into the trap'of approving what is basically a bad
statement. - There isn't anY'.question that this so-called : "National Plan"
does pre-empt state water law. I think we are going to b~ the recipients
of the worst of it.

~ tell you that:it really bothers me. I think we will be: on the receiving
end of the :bad _things that the eastern s,tates will really not notice on
the federal projects. :They will probably notice that, but the water law
they ,will not' be :hurt by _like we are':.:' .

I think we need to get:out early with a statement that we- are enormously
concerned with the impact on our water lawand,water,rights. And then
we could meet with our congressional delegation. perhaps Larry could
'meet with 'them and bring: them' up to date.

issue. Larry has prepared an initial draft ,and statement for the '
Governor. I have be,en working with the Governor on that draft. .

I think the point-you have raised here, Bob~ iS2all going to be included
in ,this statement. I don't think: there:is any.question about that. -,I
think he will hit.on those points very ,hard. - There 'may be other, points:
as well that he will focus on.

I certainly' haye no-objection to the ,motion. But I just want to assure
you that the matter is being considered carefully.
