I

pro forma, anyway. They are little mOJ::e than a dog and pony show._ :The
hearing officer has no influence whatsoever.. The poor guy will sit up
there listening hou~ after hour:to various testimony.: 'Most of the _
hearing officers that I have known -- and I have known several of them
that have presided at hearings th~oughout the United States -- are not -
sympathetic with this policy at all, but they have nothing to do with
it. Whatever is said at the meetings will be transcribed and forwarded
to the task force. AS far as the task force is concerned, a written
statement is as goodo~ perhaps better,-because:it doesn't have to be
transcribed. Itdbesn't have to go through two hands. I think a
written statement which specifies our position will more than suffice,
in lieu of the oral hearings. The Governor will set the stage for the
major thrUst of our protest. He will state that we will follow: it up
with a more comprehensive statement, which we trust will be reviewed by
the task force.

MR.-SHERMAN:! might add to that that last Saturday I met with Guy ,
Martin, who is the new Assistant Secretary for:Land and Water in Interior.
These policy hearings are under his jurisdiction. He indicated to me
that the Interior Department had tried to get a delay for these hearings
from the President, but that the President was:adamant on proceeding
with the hearings on the scheduled date and that he wanted a draft
policy report on his desk by, I believeJ:the first of september or
,shortly after the first of September~ So I~think they did make an
effort to try to postpone this.

But he indicated to me that they will attempt: to set up a mechanism
immediately after the hearings for getting continued input from the
states and individuals and organizations. I think we have to press very
hard on that point. We must demand a mechanism whereby in the coming
months we can get ou~ input.

MY own opinion is that we really should try to shift-this-over.to the
congressional group, where we can get a b~tter hearing and the- time
frame will-be more extended than the one we are currently faced with.
- -

MR. KROEGER: :Mr. Chairman, I feel as strongly about thi~ as Mr. Jatkson
does. However, there is a question in my mind. In his resolution, if
I understand it right, he picks out a certain section that he objects
to. I think I personally object to the entire outline.

I

Then if I understand you right on the date, you asked that it not be
implemented for at least six months. Is that correct?

MR. jACKSON: -Yes. And there is nothing frozen about the six months,
Fred. I just meant we. had to have more time. .

MR. KROEGER:. By the word "implemented~" :you mean :the final report? I
think we ob~ect to the final policy. I hope that it is never implemented.

MR. JACKSON: I certainly would accept a modification of those words.
perhaps "prese~tation of the report" or "final drafting" would be better.

-

Yes, I did specifically talk about Issue Area Number 3. But I also said

':'11-
