SPARKS: The environmental organization-s :are applauding all the <br />President's actions and will strongly support the new water policy, <br />whatever that may be, on .the- theory .that it is bound to' reflect thei:c <br />views more than the views of the average citizen. <br /> <br />MR. STAPLETON: How about conservancy districts and others? Have they <br />been coordinating with you? - <br /> <br />MR. SPARKS: Most of them have had .little or no-opportunity:to review <br />the option p-apers ~ The: only reason we got them was because we: do <br />subscribe to the Federal Register. It costs money, and we receive every <br />issue of the Federal Register. By and' large, there_ are not many agencies <br />or people 'in the State- of Colorado or anywhere else that do subscribe to <br />the Federal Register.- I think most .of them are :planning on -at least <br />submitt1ng some wr1tten st_atements. It is my understanding that some <br />have requested time to give oral statements. : ~ know that agencies' here <br />in the: immediate 'area;.the Denver Water Board and 'others; have requested <br />time to make oral statements. . <br /> <br />. .- <br />The congressional delegation is in somewhat of a state of confusion <br />about this entire procedure; :They are expected to be 'at :these hearings-, <br />which came,as a surprise to them. We, noticed that the first time we <br />knew this was whenwe:got a letter from the Missou~i River Basin <br />Commission to the effect that priority would be given to governors, <br />congressmen and senators at the hearing. I think that is the first <br />notice that the senators and congressmen had that:these public hearings <br />were also for:their benefit. - _ <br /> <br />. .... - - <br />Various congressmen have protes.ted quite bitterly to the President about <br />the entire procedure. They got the same brush-off or no answer that <br />the governors got~ I-doubt:that there will be any congressmen and/o:c <br />senators here tomorrow, since they are -in a very critical stage in <br />Congress right now~ They are :trying to: get rea'dy to adjourn this- Friday. <br />There are many critical issues that they are trying to dispose of this <br />week. Some of them have- indicated that -they would have a representative <br />here to make a statement. But they, :like everyone else, have had very <br />little opportunity to review that federal publication. : . <br /> <br />, <br /> <br />I <br /> <br />MR~ JACKSON: I, as one member, find myself not very happy with the fact <br />that Larry will not speak tomorrow. - I personally woUld like to see 'us <br />recommend to the Governor that ,perhaps there is more that c6uld:be:said. <br />Specifically, I would like to offer the following resolution for the <br />Board's consideration, first of all, as to Issue. Area Number 3 in the <br />Federal Register, pa~e 36792, and as it would affect Issues 1, 2, and 4: <br />"The Colorado Water Conservation Board disapproves of any federal <br />recommendations- through the National Water Policy which would pre~empt <br />existing state water law or which by federal edict expropriates existing <br />state water rights. <br /> <br />"Secondly, that specifically applies to the many, many options. It is <br />impossible to formulate a reply ona coherent basis within the time . <br />frame granted, and that a delay of at least six months should be granted <br />in implementation: of the_National Water Policy." <br /> <br />-9;" <br />
