I

I

MR. PETERSON:

MR. STAPLETON:

including whether or not the irrigators will
be hurt, and whether or not the operating
principles should be adopted now or later. I
then plan to ask Mr. Frank Milenski, who repre-
sents that area, to make any comments he cates
to make. Then it would be my thought that we
would try, within a period of an hour but with
no limitations to time except reasonableness,
to have advocates and opponents to alternate
in this regard.

We have a good deal of material that each
of us has received. There is additional mater-
ial in your folders. We want to give both
sides a fair hearing. At the conclusion of a
reasonable time, and I would hope that we will
be able to ask people not to repeat, we will
call for a vote on this matter. It would be
my thought that we would call for a roll call
vote, first of the appointed members since
they, in effect, represent the affected areas
in the state, and then the ex-officio members
would vote. I would hope that we could com-
plete all of this in a period of two hours if
the presentations were to the point and not
repetitive.

Does anyone on the Board have any comments
they would care to make as to that procedure?"

"Mr. Chairman, there was only one thing I
did not hear you state and that Was the oppor-
tunity for the Board to ask questions."

"I think the Board can ask questions at
any time, of a speaker or Mr. Sparks, etc.
There will be ample opportunity. I think we
have a fairly good idea of the problem as it
was presented in the September meeting and as
it may have been amplified by actions of
different groups since then. It is my under-
standing that the Governor will not be here at
that particular point and his proxy will be
representing him.

Hearing no objection as to that mode of
