The meeting recessed at 11:45 A. M. and reconvened at
2:00 P. M. with Vice-Chairman Stapleton presiding.

MR. STAPLETON:

"Members of the Board, we will call this
recessed meeting of the Colorado Water Conser-
vation Board to order.

The next item on the agenda is the consid-
eration of the John Martin Permanent Pool. And
I might say that we on the Board are delighted
to see so many interested people here. I can't
recall a meeting in the seven or eight years
I've been on this Board when we've had as many
people at any meeting and that indicates an
interest on the part of a lot of people. We'll
try to handle this matter as promptly as possi-
ble and give everybody a fair hearing.

Now, so that you may know the procedure
to be followed this afternoon, we will ask
first for a report from Mr. Felix Sparks, who
is the Director of the Board, and he has con-
sulted with his staff on this problem and has
been aware of it for many years. We will then
ask Mr. Frank Milenski, who is a memlJer of the
Board representing your area, to make any
statement he cares to make. We will then call
for any comments by representatives of Fish and
Game, the Corps of Engineers, or other inter-
ested state or federal agencies; and we will
give an opportunity for the interested sides
to appear.

It is my understanding that Mr. Jim Romer
is going to be the sole speaker in behalf of
the opposition. Since this is the case and,
therefore, there will be no method of alternat-
ing, I feel that the proponents of this pool
should appear first and give their full pre-
sentation. It is anticipated, from talking
with Representative Wade and Mr. Romer, that
