STAPLETON: <br /> <br />"Members of the Board, we will call this <br />recessed meeting of the Colorado Water Conser- <br />vation Board to order. <br /> <br />The next item on the agenda is the consid- <br />eration of the John Martin Permanent Pool. And <br />I might say that we on the Board are delighted <br />to see so many interested people here. I can't <br />recall a meeting in the seven or eight years <br />I've been on this Board when we've had as many <br />people at any meeting and that indicates an <br />interest on the part of a lot of people. We'll <br />try to handle this matter as promptly as possi- <br />ble and give everybody a fair hearing. <br /> <br />Now, so that you may know the procedure <br />to be followed this afternoon, we will ask <br />first for a report from Mr. Felix Sparks, who <br />is the Director of the Board, and he has con- <br />sulted with his staff on this problem and has <br />been aware of it for many years. We will then <br />ask Mr. Frank Milenski, who is a memlJer of the <br />Board representing your area, to make any <br />statement he cares to make. We will then call <br />for any comments by representatives of Fish and <br />Game, the Corps of Engineers, or other inter- <br />ested state or federal agencies; and we will <br />give an opportunity for the interested sides <br />to appear. <br /> <br />It is my understanding that Mr. Jim Romer <br />is going to be the sole speaker in behalf of <br />the opposition. Since this is the case and, <br />therefore, there will be no method of alternat- <br />ing, I feel that the proponents of this pool <br />should appear first and give their full pre- <br />sentation. It is anticipated, from talking <br />with Representative Wade and Mr. Romer, that <br /> <br />I <br />
