We are <br />sort of caught between the devil and the deep <br />here in that we need both dollars and water. <br />We have to have a flow of net revenues into <br />the Colorado River Storage project Fund in <br />order to build the participating projects and <br />this means releases of water at Glen Canyon. <br />This is the only way we can get those dollars, <br />by the release of water. <br /> <br />I <br /> <br />I might say this, that in the Project <br />plan as it has been submitted, the amounts of <br />water released, showed as released from Glen <br />Canyon, are those quantities of water which <br />will be necessary to produce the revenue which <br />we need to follow our present schedule of <br />construction of participating projects. NOw <br />it is more than 7~ million, yes, and we should <br />have some safeguards in there so that this <br />does not become a release in perpetuity. But <br />during the study period of the Pacific South- <br />west Water Plan, if we don't make these re- <br />leases and produce the dollars we are not <br />going to have the revenues that are necessary <br />to build our participating projects. So we <br />must, as I see it, go along in part but put <br />this future safeguard in. This is extremely <br />risky; they did the same thing in the Boulder <br />Canyon Project and now we are faced with re- <br />leases to make sacred the contracts that are <br />down there. We've got to consider both sides <br />of this question." <br /> <br />"Thank you, Mr. Kuiper.
