STAPLETON: <br /> <br />...JUJI <br /> <br />Our comments to the Secretary of the In- <br />terior are another opportunity and, as Felix <br />has said and Governor Johnson has said, we <br />mast no~ overlook any opportunity to get the <br />legislative history stated clearly and posi- <br />tively so that there is no misunderstanding as <br />to what our obligation is and to see to it <br />that nothing is done in this legislation which <br />could be even remotely interpreted as extend- <br />ing the obligation of the Upper Basin states in <br />requiring them to deliver any more water. For <br />example, the report, the plan, which was sent <br />out shows anticipated releases from Glen Canyon <br />in various stages up to and including the year <br />2000 and in the year 2000 they anticipate a <br />release of something like 8.6 million acre- <br />feet from Glen Canyon. Well, of course, we <br />know and we will fight to the bitter end that <br />we don't have to release more than 75 million <br />acre-feet in any ten year period unless we have <br />to make up something for the Mexican Treaty. <br />So we can't let this 8.6 million set uncom- <br />mented on; in other words, we've got to say <br />that, assuming that our development of our <br />projects at that time is such that we are not <br />using more, that nothing in the Pacific South- <br />west Water Plan, in any way, can limit or defer <br />or slow down the development of Upper Basin <br />projects and that we don't have to bypass <br />water to supply additional water to the Lower <br />Basin. <br /> <br />So, even though they say over and over <br />again that they are just dividing their water, <br />and we certainly haven't anything to say about <br />how they use their water, we must take advan- <br />tage of every opportunity to see that they <br />don't build up a history that we have either <br />been silent or have acquiesced in their <br />assuminq that we are going to deliver more <br />water than we have to deliver under the com- <br />pact. We are not attempting to amend the <br />compact, but we want interpretations tied down." <br /> <br />"Mr. Kuiper." <br />
