MOSES: <br /> <br />Governor Love expects to have his letter <br />ready by the deadline, which is November 26th, <br />as do the other Upper Basin Governors. The <br />problem is very thorny and before anything is <br />sent out the Governor will send a copy of his <br />letter to all the Board members. When you get <br />that letter we ask you to look it over and if <br />you have any comments or if you want anything <br />changed or added, please let us know as soon <br />as possible. All the Governors have concerned <br />themselves greatly with this problem and Gover- <br />nor Love has taken the position that he will <br />not approve anything unless the necessary safe- <br />guards are contained in the legislation. <br /> <br />I <br /> <br />Governor Ed Johnson is very strong on this <br />point - that this is our last opportunity in <br />the Upper Basin to pin down some of the uncer- <br />tainties of the Colorado River Compact, and I <br />could not agree with h~m more heartily. He <br />is 100% right in that respect. This is the <br />last opportunity the Upper Basin will have, <br />outside of going to the Supreme Court, to <br />determine and resolve the unanswered questions <br />that have arisen under the 1922 Colorado River <br />Compact. <br /> <br />Mr. Moses and Mr. Kuiper may have some- <br />thing to add to this." <br /> <br />"All right. Mr. Moses, do you have any- <br />thing you wish to say?" <br /> <br />"I just want to say that in the case of <br />Arizona against California, the Court placed <br />great weight on what they called the 'legisla- <br />tive history' of the adoption of the Boulder <br />Canyon Project Act. By that, they mean the <br />q~estions and answers that were raised on the <br />floor and in the committee hearings, when they <br />were consid~ring this bill. This is a very <br />valuable fqrum for the Upper Basin states to <br />get admissions, clarifications, and eliminate <br />misunderstanqings as to interpretations of <br />the compact by representatives of the other <br />states. <br /> <br />I <br />
