l~L:U

for considera.tion by the water users as soon as an appropriation
of construction funds for F. Y. 1960 is assured. Other work
items which will require immediate attention to permit construc-
tion to go forward are right-of-way appriasals and acquisitions,
water right limitation and exchange agreements, and preparation
of designs and specifications. .

Investiqational Activities

Cu:recanti Unit. The Secretary of Interior, on May
15, certified to the President that the benefits of the Blue
Mesa and Morrow Point developments would exceed the costs.
Advice concerning the relationship of the Curecanti unit to the
President's construction program was requested before the sup-
plementalreport is transmitted to Congress. The F. Y. 1960
work program will be directed 'towards feasibility studies of the
proposed Crystal Dam and powerplant with completion of a supple-
mental econolnic justification report scheduled for May 1961. The
main work items in F. Y. 1960 will include photogrammetic mapping
.. and foundation explorations of the Curstal Dam site, water sup-
ply and power studies, and collection of design data for Dam,
powerplant, and access road for submission to the Chief Engineer
for designs imd estimates early in F. Y. 1961.

Florida Proiect. Water users under the various canal
and ditch companies in the project area have almost unanimously
expressed their willingness to limit water use under existing
paper rights and to assign certain other rights to the project.
Such action is necessary to assure successful operation of the
project. Investigations are essentially complete and we are now
proceeding with final review and editing,of the definite plan
report and appendices. Submission of the report to our Washing-
ton office is scheduled for November. Agriculture advises that
their report wil~ be available this month.

Silt Project. Detailed investigations have been held
up while alternative water supply sources and storage sites are
studied. Foundation conditions at Rifle Gap Dam site are not as
good as desired, and recently completed water supply computations
~how that available water supplies for project development are
not as great as previously anticipated. Studies are being ex-
tended to determine the possibility of a' 9-mile canal from Elk
Creek to augn~nt the project water supply. Because of additional
- investigation work required, current fiscal year funds are
- inadequate for completion of the definite plan report this fiscal
year as previously programed.

Savery-Pot Hook Proiect. Revision of April 1958 re-
port was completed in June. The revised report includes the
Two Bar area discussed in the Yampa-White project reconnaissance
report dated February 1957. As now contemplated, the project
would cost an estimated $15,351,000 and would have a benefit-
cost ratio' of 1.4 to 1.
