Among those were four projects which had not
been reviewed by the Board, they having not come through the
Board's feasibility study process. For each of these projects,
the act specifies that "moneys...shall not be made available...
until the board has in its sole discretion, determined that the
project is technically and financially feasible."

Discussion

The staff has completed a review of three of these four
projects. We have concluded that each of them is technically
and financially feasible. Write-ups on each project in this
regard are enclosed.

Recommendation

1 recommend that the Board find that each of these three
projects is technically and financially feasible and authorize
the staff to enter into the necessary loan contracts and to
proceed with construction.

JWM/gl
Enclosures: as stated

8209E
