~ ~

.

.

.

Lake Loveland Outlet Works

Introduction

Lake Loveland is owned by the Greeley-Loveland Irrigation
Company (Company) and it is located in the northwest part of
the City of Loveland. The lake is the storage facility for
about 300 irrigators, as well as a part of the municipal water
supply for the City of Greeley.

Problem

The outlet works for Lake Loveland are installed in a
tunnel along Colorado Avenue in Loveland. Outlet flows from
the lake have caused serious cavitation and erosion in the
tunnel. In addition, the existing spillway for the dam needs
to be enlarged to meet the present day requirements of the
State Engineers' dam safety regulations. Due to the above
deficiencies the State Engineers' Office has imposed
restriction of storage to eight feet below the dam's crest and
has limited the use of the outlet works.

Proposed Project

The staff has reviewed the feasibility study for the
project, prepared by Nelson Engineers of Greeley, Colorado, and
has determined that the project is technically feasible. The
improvements will correct the existing prOblems by enlarging
the existing spillway, lining the tunnel with a steel pipe,
refurbishing the existing gates. installing new sluice gates at
the upstream end of the outlet works and by generally
rehabilitating any other outlet works items. The estimated
cost for the total project is $558.000.

Proposed Financinq
Greeley-Loveland Irrigation Company
CWCB loan (to be repaid by water users)

$308,000
!?50,000
$558.000

Under the proposed financing the Company would have to pay
CWCB $14,570 per year for 40 years for a total repayment of
$582,800. The $14.570 per year would be raised by the Company
through annual assessment of $8.90 from the irrigators and the
City of Greeley.

The cost-share of the Greeley-Loveland Irrigation Company
could come from either one of the following:

(a) Sale of 5 acres of shoreline property the Company
owns north of Lake Loveland. or

8064E
