<br />. <br /> <br />(4) <br /> <br />Description of the extent to which any <br />watercourse will be altered or relocated as a <br />result of proposed development. <br /> <br />4.2.3 Standards for Floodplain Development Permit Approval <br />for Special Review Uses <br /> <br />In passing on an application for a Floodplain <br />Development Permit for a special review use, the <br />Permit Authority shall determine the specific flood <br />hazard at the site and shall evaluate the suitability <br />of the proposed use in relation to the flood hazard. <br />In addition, although not limited to such factors the <br />Permit Authority shall consider the following factors: <br /> <br />(1) The probability that materials may be swept <br />onto other lands or downstream to the injury <br />of others. <br /> <br />(2) The proposed water supply and sanitation <br />systems and other utility systems and the <br />ability of these systems to prevent disease, <br />contamination and unsanitary or hazardous <br />conditions during a flood. <br /> <br />.(3) <br /> <br />The susceptibility of the proposed facility <br />and its contents to flood damage and the <br />effect of such damage to the individual owner. <br /> <br />. <br /> <br />(4) The availability of alternative locations not <br />subject to flooding for the proposed use. <br /> <br />(5) The safety of access to the property in times <br />of flood for ordinary and emergency vehicles. <br /> <br />(6) The expected heights, velocity, duration, rate. <br />of rise and sediment transport of the <br />floodwaters expected at the site. <br /> <br />(7) The existence of flood warning systems to <br />notify floodplain occupants Qf impending <br />floods. <br /> <br />(8) The cumulative effect of the proposed <br />development, with other existing or <br />anticipated uses, in increasing potential <br />flood hazards. <br /> <br />4.3 Variances and Appeals <br /> <br />4.3.1 Variances <br /> <br />. <br /> <br />Variances will only be issued upon: <br /> <br />-26- <br />
