<br />. <br /> <br />have been officially adopted by the (Board of County <br />Commissioners, City Council, Board of Trustees) and which <br />have been approved and adopted by the Colorado Water <br />Conservation Board, as required by state statutes. <br /> <br />0l1lter/YZ00dpZaill Flood Storage Subdistrict - That <br />portion of a Designated Floodplain 311l~dittritt District <br />between the boundaries of the ZlIlIer/Yl00dplaill Flood <br />Conveyance Subdistrict and the boundaries of the Designated <br />Floodplain District. This subdistrict if defined by (one or <br />both of) the following concept(s): <br /> <br />a. Hazard area concept - The area of Designated Floodplain <br />District where floodwater from the base flood is less <br />than 18 inches in depth or where velocities are less <br />than 3 feet per second. <br /> <br />b. Floodway concept - The area of the Designated Floodplain <br />District which remains after all the area that must be <br />kept free of development so the base flood can pass with <br />no more than a .5 foot increase in the water surface <br />elevation or the energy grade line, provided hazardous <br />velocities are not produced, has been set aside. <br /> <br />. <br /> <br />Permit Authority - The local body responsible for <br />interpreting and assuring the implementation and enforcement <br />of these regulations as set forth in Section 4. <br /> <br />Requlatorv flood protection elevation - The elevation one <br />(1.0) foot above the water surface elevation of the base <br />flood. <br /> <br />. <br /> <br />Start of Construction - includes substantial improvement, <br />and means the date the building permit was issued, provided <br />the actual start of construction, repair, reconstruction, <br />placement, or other improvement was within 180 days of the <br />permit date. The actual start means the first placement of <br />permanent construction of a pri~ar~ structure (0t~er <br />t~all/a/~0~ile/~0~e1 on a site, such as the pouring of <br />slabs or footings, the installation of piles, the <br />construction of columns, 01' Yirtt/per~allellt/Yra~ill~ <br />0Y/t~e/ttrlllttlllret or any work beyond the stage of <br />excavation!, or the placement of a manufactured home on a <br />foundation. Permanent construction does not include land <br />preparation, such as clearing, grading and filling; nor does <br />it include the installation of streets and/or walkways; nor <br />does it include excavation for a basement, footings, piers, <br />or foundations or the erection of temporary forms; nor does <br />it include the installation on the property of accessory <br />buildings, such as garages or sheds not occupied as dwelling <br />units or not part of the main structure.
