<br />cfs to 500 cfs above the Weld Canal, utilize a specific reach of the Weld Canal to transport the 500 cfs, and <br />construct approximately 1.5 miles of new open channel from the Weld Canal to a designated point along Dry Creek, <br />located downstream of existing development. The proposed improvements would remove over 800 structures out of <br />the Dry Creek regulatory 100-year floodplain. The project is currently in the feasibility/preliminary design phase. . <br />Project loan approval was granted by the Board at the November 2001 Board Meeting. The project is tentatively <br />. on-hold pending fmal approval by the City of Fort Collins and Larimer County to go ahead with the loan. <br /> <br />6. Tilton Laterallncoroorated - Tilton Lateral Rehabilitation <br />Authorization: Small Project Loan <br />Water Source: GYlC Main1ain <br />Terms of Loan: $100,000 @ 3.5% for 30-years <br /> <br />County: Mesa <br />Project Yield: 960 acre-feet <br />Project Type: Lateral Rehabilitation <br /> <br />The Tilton Lateral is located off headgate No. 160 of the Grand Valley Irrigation Canal (GVIC), which is located in <br />southeast Grand Junction. The Tilton Lateral Company operates the lateral to supply 36 shareholders water to irrigate a <br />177-acre service area. The existing lateral is in poor condition and delivers only one half of its allocated water. The <br />project involves the construction of a new concrete inlet structure at the UP Railroad crossing, the placement of 2,500 <br />linear feet of low head pipe, and the replacement of 10,000 linear feet of existing concrete ditch with high head pipe. <br />The project was designed by the NRCS Grand Junction Office and put out to bid in February of2003. Only one bid <br />was received at that time, which was rejected due to its high cost. The Tilton Lateral Company is currently working on <br />an alternative design with a private consultant to obtain a project that meets their available funds. Project is tentatively <br />scheduled to connnence in January of 2004. <br /> <br />7. Silt Water Conservancv District - Svstem Rehabilitation <br />Authorization: Construction Fund <br />Water Source: Colorado River <br />Terms of Loan: $1,019,700@2.75%for30-years <br /> <br />County: Garfield <br />Project Yield: 18,000 acre-feet <br />Project Type: System Rehabilitation <br /> <br />The Silt Water Conservancy District operates a system consisting of reservoirs, canals, pump plants, and irrigation <br />laterals varying in age from 50-1 DO-years old. Tbis project involves the rehabilitation of the Grass VaIley Canal, the <br />Harvey Gap Dam, the Rifle Gap Darn, and the Colorado Water River Pump Plant. The project is currently under design <br />and is scheduled for construction in 2004. <br /> <br />. <br /> <br />8. Silt Water Conservancv District - Pump Plant Rehabilitation <br />Authorization: Construction Fund County: Garfield <br />Water Source: Colorado River Project Yield: n/a <br />Terms of Loan: $486,000 @2.75% for 30-years Project Type: n/a <br /> <br />The Silt Water Conservancy District operates a pump plant on the Colorado River to deliver water to its Pump <br />Canal, which serves agricultural users on the lower reaches of Silt Mesa. The pump plant was built in the 1960's <br />and is located 2 miles east of the Town of Silt. The current pumping plant has a capacity of 36 cfs and delivers <br />4,000 acre-feet per year. Excel Energy must replace the existing pump plant transformer due to an upgrade of <br />transmission line. Western Area Power Administration will design the project in 2003. The total project cost is <br />anticipated at $550,000. Construction is scheduled to connnence in 2004. <br /> <br />9. Kenosha Trout Club - Lininger Lake Dam Rehabilitation and Water Purchase <br />Authorization: SB 01-157 Severance Tax County: Park <br />Water Source: Beaver Creek Project Yield: 156 acre-feet <br />Terms of Loan: $600,000 @5.50% for 3D-years Project Type: Dam Rehabilitation <br /> <br />The Kenosha Trout Club is located 8 miles southwest of the Town of Grant, near Kenosha Pass. Lininger Lake, <br />which is used for fish, wildlife, and recreation purposes by subdivision residents, is supplied by a junior water right <br />that cannot be fiIled unless its consumptive use due to evaporation is replaced. 1)1e estimated average annual <br />divertible volume is 110 acre-feet, and the evaporative loss needing augmentation is 46 acre-feet. The Association <br />plans on purchasing senior water rights that are suitable for augmentation. Dam improvements include instaIling a <br />low-level outlet structure and raising the crest of the dam approximately 12-inches. Leonard Rice Consulting Water <br />Engineers completed the feasibility study. Dam improvements are tentatively scheduled for construction in the <br />winter/spring of 2004. <br /> <br />10.
