Lake Arrowhead Water Association - Lake Arrowhead Reservoir Rehabilitation <br />Authorization: Small Project Loan Account County: Weld <br />Water Source: Ashcroft Draw Project Yield: 200 ac.ft. <br />Tenns of Loan: $300,000 @4.25%for30 years Project Type: Dam Rehabilitation <br /> <br />Lake Arrowhead Reservoir is located 2 miles southwest of Greeley on Ashcroft Draw, which is a tributary to the Souili <br />Platte River. The existing Class 3 dam, 30 feet high, was constructed in 1963 with a 200 acre-foot capacity. On August <br />10,2002 a large sinkhole developed on the downstream slope ofilie dam, due to failure of the outlet pipe. The Water <br />Association has retained the services of Boyle Engineering to complete the remaining design work. Construction is <br />scheduled to commence by the spring of2004. <br /> <br />3. Pine River - Bavfield Ditch Companv - Siphon Replacement Proiect <br />Authorization: Construction Fund County: La Plata <br />Water Source: Vallecito Reservoir Project Yield: 8,866 ac.ft. <br />Tenns of Loan: $267,000 @2.75% for 30 years Project Type: Siphon Replacement <br /> <br />PREDe provides irrigation water to a 2,596~acre service area in La Plata COUIlty, generally south of the Town of <br />Bayfield. The Pille River Bayfield Ditch is a lateral extending off of the Schroder Ditch and is a carrier ditch for <br />shareholders owning Pine RiV"et. w-ate: rights '4n.d Phle Rivelluigation District water shares rv allecito Reservoir). The <br />PREDC headgate is located east of the Town of Bay field, above Beaver Creek. From the headgate, the ditch flows <br />through a concrete flume and into the Beaver Creek siphon, a 32-mch diameter steel pipe siphon, 2300 feet in length, <br />dropping an estimated 100 feet in elevation, as it runs under Beaver Creek. The current siphon was built in 1955-1957, <br />with a design life of 30 years, and is in deteriorated condition. The steel has oxidized to the point where the pipe walls <br />have thinned in many places heyond repair. A new 30-inch PVC pipe, designed by the Durango NRCS Office to carry <br />37 cfs, will replace the existing siphon. NRCS is scheduled to have the design complete by February of 2004 with <br />construction to follow in Marchi April of 2004. <br /> <br />4. Willow Heights Irrigation Companv - Dual Water System <br />Authorization: Construction Fund County: Delta <br />Water Source: Leroux Creek Project Yield: 257 ac.ft. <br />Tenns of Loan: $115,000 @3.75% for 30 years Project Type: Dual Water System <br /> <br />WHIC owns and operates an existing piped irrigation system located in the Willow Heights Subdivision and Duke <br />Hill community in the Town of Hotchkiss. The system was constructed in 1976, and water is obtained through the <br />Duke Ditch, which diverts water from Leroux Creek. Water is supplied to about 95 residential lots and a Town <br />park. The total irrigated area is about 60 acres, and primarily use is to irrigate lawns and gardens. The system <br />consists of a headgate, approximately 6000 lineal feet of main distribution piping (10", 8" and 6"), and <br />approximately 3000 feet of lateral piping. The original piping was a lightweight plastic pipe, and improper <br />backfilling resulted in crushed pipes in some areas, and significant plugging problems. As a result ofthe blockages, . <br />and reduced flow due to mineral deposits, the overall flow capacity is less than 1/3 of the original. The project <br />involves installing all new distribution lines and lateral tap lines, along with cleanouts and isolation valves. The new <br />pipes will be installed over the top of the existing system but at a standard depth of22 - 30". The piping will be <br />heavier PVC, located above the existing pipe, but offset several feet to eliminate sewer manhole conflicts. Design <br />is anticipated to be complete by December of 2003 with construction to follow in April of 2004. <br /> <br />5. Larimer County - Drv Creek Multi-Objective Floodplain Proiect. <br />Authorization: SB 96-152, Amended SB 97-8 County: Larimer - N. of Ft. Collins <br />Water Source: Dry Creek Basin Project Yield: N/A <br />Terms of Loan: $920,000 @4.25% for 30-years Project Type: Flood Mitigation <br /> <br />Dry Creek is located north of Fort Collins, with a majority of its 75 square miles of drainage basin area located <br />within Larimer County. The uppermost portion of the basin consists of rangeland and irrigated pastures. The <br />lower portion of the basin within the city limits of Fort Collins consists of commercial, industrial, and residential <br />development. Over the years the lower 2/3 of the Dry Creek floodplain corridor has almost been completely <br />eliminated due to development. The IOO-year runoff for Dry Creek is 5,022 cfs. The intent of the project is to <br />control floodwaters in the upper basin area by means of detention facilities to reduce the peak discharge from 5022 <br />
