The District conserves, uses, safeguards, and <br />develops water resources of the Colorado River and its tnlJUtaries to which the State is entitled to under the Colorado <br />River Compact. The River District in conjunction with the Upper Colorado Recovery Program are going to enlarge <br />Elkhead Reservoir by raising the existing dam 24-feet, for the purpose of obtaining additional storage to support <br />endangered fish species downstream and for municipal, industriaI, and agricultural use. The project is currently in the <br />design phase and is anticipated to commence construction in early 2005 and be complete in 2007. <br /> <br />I I. New Cache La Poudre Irrigation Comnanv - Reservoir Construction <br />Authorization: Construction Fund County: Weld <br />Water Source: South Platte Project Yield: 4,500 acre-feet <br />Tenns of Loan: $7,200,000@2.50%for30-years Project Type: New Reservoir <br /> <br />The New Cache La Poudre Irrigation Company currently provides irrigation water to a 35,000-acre service area. <br />The purpose of this project is to provide water storage to equalize ditch flows, to improve efficiency and the <br />reliability of the Company's system, and for providing additional storage to meet future demands. The project will <br />involve the construction of 3 .separate reservoirs near the Town of BarnsvilIe, Colorado, totaling 4,500 acre-feet of <br />storage. Additionally, 8,200 linear feet of pipeline will be installed in construction with the reservoirs. The project <br />is currently being designed by Smith Geotechnical, Fort Collins, Colorado and is scheduled for construction in 2005. <br />Project completion is tentatively scheduled for 2007. <br /> <br />12. Dolores Water Conservancv District - Dove Creek Secondary Water Sunnlv System <br />Authorization: Construction Fund County: Dolores <br />Water Source: San Juan/Dolores Project Yield: 300 acre-feet <br />Terms of Loan: $883,304 @3.00%for 10-years Project Type: Dual Water System <br /> <br />Residents of the Town of Dove Creek currently use existing treated water supply for outside irrigation. DWCD has <br />been working with the Town, and the Town's Secondary Water Supply Committee, to provide a more cost effective <br />raw water supply for outside irrigation. Currently the cost of treated outside irrigation water for Town residents is <br />$2.40 to $3.00 per thousand gallons. Through a Franchise Agreement, DWCD will make available up 300 acre-feet <br />of its municipal and industrial (M & I) water to meet the needs of the Town, and will construct and operate a <br />secondary water delivery system. The system will include a new pumping plant to deliver up to 2 cfs, a 5 to 10 <br />acre-foot terminal storage reservoir, 32,000 feet of delivery pipeline (10"-8660 feet, 8"-7480 feet, 6"- 16,480 feet) <br />and 307 illdividual taps with water meters (0/.. to I-inch capacity) for supplying up to 10 gallons per minute per <br />household. With the new systems outside irrigation can be provided at about $1.26 per 1000 gallons, including <br />annual operation and maintenance. The project will be paid for by tap fees, and a total of 307 taps are required to <br />generate enough revenue to fully repay the project cost. The project is tentatively scheduled for construction in the <br />spring of 2004. <br /> <br />13. Town of New Castle - Water Transmission Svstem <br />Authorization: Construction Fund <br />Water Source: Colorado River <br />Tenns of Loan: $700,000 @4.50% for 30-years <br /> <br />CQunty. Garfield <br />Project Yield: 400 acre-feet <br />Project Type: System Rehabilitation <br /> <br />The Town of New Castle is applying for a loan to construct a new diversion structure and pwnp station on the <br />Colorado River, and a raw water pipeline to the Town's existing water treatment facility. Currently the Town's sole <br />source of water supply is a diversion structure on East Elk Creek, about 3 miles north of town. The Town's water <br />supply is vulnerable to downstream senior water calls, as well as potential water quality problems due to sediment <br />and ash runoff from forest fife hazard, as was experienced in 2002. The proposed project is to construct a small <br />diversion structure on the Colorado River, with gravity flow to a pump station on the south side ofI-70. From there <br />water would be pwnped to a sedimentation pond on the north side of 1-70, and a second pump station would be used <br />to lift the water to the treatment plant, an elevation increase of about 250 vertical feet. A 12" PVC waterline, 8750 <br />feet in length, would be constructed from the pump station to the treatment plant. The general pipeline alignment <br />would be initially along Elk Creek, then following the Town street right-of-way for Midland Avenue, and then along <br />County Road 245 to the water treatment plant. The system would be designed to pump 1800 gpm, and each pwnp <br />station would have two pumps plus one back-up pump. The project will provide the Town with a reliable alteruate <br />water source during times when diversion from East Elk Creek is prohibited by either water rights administration or <br />poor water quality. The project is currently out-to-bid and scheduled for construction in February of2004. <br />
