This project is to rehabilitate 10 existing check structures, construct one new check <br />structure on the Larimer and Weld Ditch, and to refinance the cost of 3 check structures constructed in 2002 along <br />the ditch. The new check structures will consist of Obenneyer pnewnatically operated gates to automatically check <br />and control the ditch. The gates are opened and closed by a 12-volt DC power air pump that inflates a durable <br />rubber bladder on the downstream side of the gate to raise and lower the gate. Smith Geotechnical has completed <br />the flnal design plans and the project has been awarded to Kiefer Concrete, Inc., and Barker Construction, Inc., both <br />from Fort Collins, Colorado. The Contractor completed 4 check structures in the fall of 2004 and is currently <br />working on the remaining structures. The project is anticipated to be complete in May of 2004, <br /> <br />20. Central Colorado Water Conservancv District - Water Ri~hts Purchase and Gravel Pit Const. <br />Authorization: Construction Fund County: Adams, Weld, Morgan <br />Water Source: South Platte Project Yield: 22,260 acre-feet <br />Tenns of Loan: $I5,000,000@2.75%for 3D-years Project Type: Water SupplylAugmentation <br /> <br />The CCWCD, located in Adams, Weld, and Morgan Counties has a service area of 300 square miles. The <br />Subdistrict has 650 members with 966 junior wells and has operated an augmentation plan for these member since <br />1973. On December .17, 2001, the Colorado Supreme Court issued a judgment that changed the manner of operation <br />for substitute supply plans in Colorado. The ruling stated that the State Engineer did not have the legal authority to <br />approve substitute supply plans. The Court also stated that substitute supply plans, such as the one operated by <br />CCWCD would either have to me for a decree in Water Court or follow new Rules and Regulations to be issued by <br />the State Engineer. This ruling has required CCWCD to acquire more senior water rights as well as build additional <br />storage to augment out-of-priority diversions. CCWCD is in the process of acquiring additional senior water rights. <br />Additional storage facilities will be desigued in 2003 and constructed in 2003, 2004 and 2005. <br /> <br />eJ <br /> <br />21. Dolores Water Conservancv District - WETP ACK <br />Authorization: SB 01-157 <br />Water Source: Dolores River <br />Tenns of Loan: $7,260,000@3.50%for30-years <br /> <br />County: Montezuma <br />Project Yield: 7,840 acre-feet <br />Project Type: Distribution System <br /> <br />The District's WETPACK ( Water for Everyone's Tomorrow Package) proposal is intended to better manage the <br />available resources of the Dolores Project to provide an additional 3,300 acre-feet of water for the fishery below <br />McPhee Dam, increase municipal water supplies, and to provide water of the irrigation of additional lands. This <br />project involves a system of pipelines, pumps, and related facilities to deliver water to the District's Dove Creek <br />Canal system for the irrigation of 4,000 acres of new lands that are presently dry land fanned. Water will be <br />delivered to irrigators in pipes under pressure for sprinkler irrigation only. Harris Water Engineers, of Durango, <br />Colorado, is the planning and design consultant for the project. Construction is tentatively scheduled to commence <br />in the fall of 2004. <br /> <br />22. 02ilvy Irri~ation and Land Companv - Dam Rehabilitation Proiect <br />Authorization: Construction Fund County: Weld <br />Water Source: South Platte Basin Project Yield: 16,000 acre-feet <br />Terms of Loan: $350,000 @2.25% for 20-years Project Type: Dam Rehabilitation <br /> <br />The OgiIvy Ditch is located in Weld County east of Greeley and diverts water from the Cache La Poudre River. The <br />company is in the process of addresses safety issues along the dam that include; replacement of the outlet pipe and gate <br />tower, new service spillway, leveling of the dam crest and placement of rip rap along the upstream face of the dam. The <br />project is currently under construction and is approximately 95% complete. <br /> <br />23. Low Line Ditch Comnanv - Aug.mentation Proiect <br />Authorization: Construction Fund <br />Water Source: South Platte River <br />Terms of Loan: $94,500@2.75%for30-years <br /> <br />County: Logan <br />Project Yield: 6,650 acre-feet <br />Project Type: AugmentationlDiversion <br /> <br />The Low Line Ditch Company operates the LowIine Ditch for delivery of irrigation water within a 2,070-acre service <br />area. The headgate for the ditch is located in Logan County, at the Town of Sterling. This project includes <br />construction of 4 augmentation ponds and drilling one augmentation well to generate augmentation credits to cover <br />depletions for 13 irrigation wells used by stockholders of the Company. .
