The communities of Dacono, Frederick, Evanston, and Firestone have consistently experienced flooding problems
due to storm runoff from irrigated farmlands and adjacent developments. These communities have suffered many
recorded flooding events, dating back to 1957, which caused in excess of $300,000 in flood related damages. Wi1h
significant population growth occurring within 1he District, 1he District cooperated in the development of 1he 1-25
Corridor Master Drainage Plan. The master drainage plan recommended 1hat 1he existing detention pond located on
1he sou1h side of Frederick be enlarged to a regional detention pond, to mitigate future flood damage to the
surrounding communities. The regional detention pond would encompass over 60 acres of land and store
approximately 146 acre-feet of stormwater during a 100-year event. The design has been completed by 'the Sears-
Brown Group, and was bid in May of 2003. SEMA Contractor was awarded 1he Bid and commenced construction
in August of 2002. The Contractor is 95% complete with the project and is currently working through punch list
items. The Tri-Area Sanitation District received an additional $501,500 from the Board at 1he July 2003 Board
meeting to cover construction overruns and costs associated wi1h obtaining an approved Letter of Map Amendment
from the Federal Emergency Management Agency. The project is anticipated to be complete by April of 2004.

.

5. The existing dam was constructed in the early 1900's and was enlarged in 1951.
The existing reservoir is a Class 2 structure, 18-fthigh, impounding approximately 9,500 acre-feet of water. Annual
maintenance and repair have been needed to keep the dam in operation and in cOInpliance with 1he State Engineer's
Office. The reservoir has seepage problems and has no emergency spillway. The proposed improvements to the
reservoir are the construction of a toe drain system and 1he construction of a new 400-ft. wide spillway to accommodate
50% of the Probable Maximum Flood (pMF). The project is currently under construction should be completed by
February of 2004.

6. The Colorado Canal fills the reservoir, which has its headgate located on the Arkansas River.
This project involves the relocation of approximately 5 miles of outlet canal to allow the Reservoir Company to utilize an
additional 18,000 acre-feet of storage, which is currently in a dead pool. The Reservoir Company is applying for an
additional $471,500 in loan funds to complete the project due to cost overruns. The project is currently under
construction and is anticipated to be complete in April of 2004.

7. These 12 wells are currently augmented under the Groundwater
Appropriators of the SouthPlatte (GAS.P.) The Stieb Brothers have been nsing GASP to replace depletions from their
well pumping when there is a senior water right calI on the river. In order to keep their sprink1ers running in the sunnner
months the Stieb Brothers plan to construct 2 wells to pump water to a recharge pond in the winter mouths when there is
no call on the river. Water from the ponds would seep into the ground and return to the river at a delayed rate and
recharge the river during the critical sunnner months.
