<br />Director's Report Attachment - January 27-28, 2004 Board Meeting <br />Water Supply Planning and Finance Section <br />Design and Construction Status Report <br /> <br />e) <br /> <br />The CWCB Water Supply Planning and Finance Section completed 11 projects in FY 03-00, for a total loan amount of <br />$12,205,800. Currently for FY 03-04 we have 27 projects under construction and 25 projects in the design phase. The <br />attached spreadsheet summarizes project status including budget, construction schedule, and progress to date. During <br />this current reporting period 3 projects were completed. The attached progress report briefly outlines all active project <br />design and construction information and progress to date. <br /> <br />Projects Under Construction <br /> <br />I. Windsor Reservoir and Canal Comvanv - Annex No.8 and Windsor No.8 Dredging <br />Authorization: SB 96-153 County: Larimer- N. ofFt. Collins <br />Water Source: Cache La Poudre Project Yield: 620 ac. ft. <br />Tenus of Loan: $681,750 @4.l5%for 30 years Project Type: CanalIRes. Rehabilitation <br /> <br />The Windsor Reservoir & Canal Company (WRCC) is in the process of recovering 620 acre-feet of storage in their <br />Windsor Reservoir No.8 and No.8 Annex, by excavating and removing up to 1,000,000 cubic yards of sediment. <br />The WRCC service area extends from their Cache la Poudre diversion north of Fort ColIins east to near the town of <br />Galeton northeast of Greeley, generally bounded by the Eaton Ditch and the Greeley Ditch No.2 Ditch. The total <br />area encompassed is about 86,000 acres, providing water for irrigation for about 55,000 acres. Project construction <br />commenced in April of 2003 and has been shutdown for summer irrigation. The project will resume in <br />OctoberlNovember of 2003 and is anticipated to be completed by April of2004. <br /> <br />2. Summit Reservoir and Irrigation Comoanv - Svstem Rehabilitation <br />Authorization: SB-97-008 County: Montezuma - NE of Cortez <br />Water Source: Lost Canyon Creek Project Yield: 4,287 ac.- ft. <br />Tenus of Loan: $300,000@3.75% for 30-years Project Type: Reservoir and Ditch Rehab. <br /> <br />e) <br /> <br />This $270,000 project is the rehabilitation of the Swnmit Reservoir Dam outlet works and the repair and <br />improvements to the Summit Reservoir and Irrigation Company's water collection and distribution facilities. The <br />Cortez office of Natural Resource Conservation Service prepared the construction plans aod specifications. <br />Construction for the Walker Drops improvements commenced in March of 1999, by Noland, Inc., of Mancos, CO., <br />and was completed in July of1999. The second to last phase of the project was completed in October of 2001. <br />That final remaining phase of the project is anticipated to be complete by the winter of 2004. <br /> <br />3. North poudre Irrigation Comnanv - Reservoirs No.4. 5 and Indian Creek Rehabilitation <br />Authorization: HB 98-173 County: Weld- N. of Fort Collins <br />Water Source: Cache La Poudre Project Yield: 9,363 acre-feet <br />Tenus of Loan: $1,107,000 @4.04% for 20 yrs. Project Type: Reservoir Rehabilitation <br /> <br />This project involves the rehabilitation of Reservoirs 4, 5 and Indian Creek. The Irrigation Company has retained the <br />services of Smith Geotechnical, out of Fort Collins, Colorado to prepare design plans and specifications for the <br />proposed improvements. Improvements to Reservoir No.5 were designed and completed in 1999. The proposed <br />improvements to Indian Creek Reservoir involve a new 500-ft. long spillway, replacement of the outlet structure, <br />new toe drains, and reshaping the downstream dam face. The proposed improvements to Reservoir No.4 includes <br />relocation of the spillway to the center of the darn, replacing the existing outlet structure and Parshall flume, new toe <br />drains, rip rap placement, and reshaping the upstream face of the dam. Smith Geotechnical completed the design for <br />Indian Creek Reservoir in the spring of2001 and construction was awarded to Zak Dirt, Longmont Colorado in the <br />fall of2001. Improvements to Indian Creek Reservoir were completed April of 2002. The Company has elected to <br />not improve Reservoir No. 4 at this time and close out their existing loan. The project is anticipated to be <br />substantial complete in February of2004. <br /> <br />4. Weld County Tn-Area Sanitation District - Regional Detention Pond <br />Authorization: HB 00-1419 County: Weld-S. of Frederick <br />Water Source: nfa Project Yield: nfa <br />Tenus of Loan: $2,200,000 @5.00% for 30-years Project Type: Regional Detention Pond <br />
