527

MR. MOSES:

~1R. McCANDLESS:

!VIR. BARNARD:

]VIR. PETERSON:

!.;R. BARNARD:

MR. STAPLETON:

problems confronting this Board and I would
like to make a statement in behalf of Judge
Sparks."

"As you know, I don't feel that I should
be in the meeting when the merits of the
various applicants are submitted; however,
I do believe we should see if the Board is
going to consent to Mr. Dunbar's request.
If the Board feels it should go ahead today
then we should go ahead but if we are going
to consent to Mr. Dunbar's request then we
should give his letter consideration first."

I

"This selection of an attorney was the
first item on the agenda and I came over 250
miles in the storm to help select him and
I believe it should be done at this meeting."

"The work of the attorney for the Water
Board, and we sincerely hope when the new
counsel is selected he will be available to
carryon his work for a long time, is very
closely related to the work of the Attorney
General for various reasons and therefore a
matter of importance to Mr. Dunbar."

"Isn't it true that the counsel acts
between meetings of this group and is in-
forming himself at all times so that it is
not just a matter of advising this Board.
I think the work involved is a great deal
more and if we ~ere to delay this selection
it would be serious. I think the only thing
we should do is make a selection and the
Attorney General could then act on it. I
do not see how it would be out of the way
for this Board to make a recommendation at
this time; then the Attorney General can
weigh the evidence and the desirability of
the person we have selected and if he does
not approve him, Mr. Dunbar can then give
us his recommendations." .

"It is not a question of a bare appro-
valor disapproval, but the matter of dis-
cussion."

I

"When is r'!r. Dunbar expected back?"
