It reads as follows: <br /> <br />THE STATE OF COLORADO <br /> <br />Department of Law <br />Office of the Attorney General <br />November 16, 1956 <br /> <br />Colorado Water Conservation Board <br />State Office Building <br />Denver, Colorado <br /> <br />Gentlemen: <br /> <br />Long standing prior commitments make it impossible for me to <br />meet with the Board on Monday, November 19, 1956. As I have <br />done in the past, I am designating Nr. John B. Barnard, Jr., <br />Assistant Attorney General, as my representative to meet with <br />the Board. <br /> <br />I note that the agenda for the meeting includes the selection <br />of an attorney to replace Mr. Hatfield Chilson as attorney for <br />the Water Board. I am sure you agree with me that this is a <br />matter of great consequence, and it is one in which I am deeply <br />interested, both by reason of my membership on the Board and <br />the statutory provision that an attorney may only be retained <br />with my approval. Since I have this statutory responsibility, <br />I feel it necessary to request that the selection of an attorney <br />be deferred at least until the next meeting of the Board, in <br />order that I may be present and consider the matter with you. <br />Since there is no matter at the present time or in the imminent <br />future requiring extensive work on the part of the Board's attor- <br />ney, I feel confident that the delay thereby occasioned will <br />cause no injury to the Board in performing its functions.
