differences. I should emphasize too that
most of these folks that have been working
on this. have spent their entire lives on
this very complicated problem. Some of them
have 25 years of experience in the water game;
some 40 years. We tried to stay with the pro-
fessionals on this. We didn't have them all
because there are lots of good water lawyers
that we didn't have but you couldn't get them
all together. In the past when we tried to
get them together, why it ends up in a Donny-
brook. I'm real pleased and one of the most
gratifying things that has appealed to me
is how these engineers and these lawyers that
are thoroughly familiar with these problems
could set aside their personal differences
based upon the clients they represent and sit
down here and try to do a job for the State
of Colorado.

Some of these things were perhaps not too
palatable to some of them. I don't have to
go into any details but finally they came up
with this. This is a concensus of these law-
yers and these engineers that we have tried
to put together. And I am glad to hear you
say. Larry. that we are talking procedures
rather than substance because whenever we
are talking procedures rather than substance
we are not very far apart."

I know many of you in the audience have
met him before but I would like to introduce
again to the members of the Board and others
who were not here at eight o'clock. Senator
Denny from Cortez. Senator Denny. glad to
have you here. Do you have any comments
you'd like to make at this point? I realize
that you have been to roll call and so forth, but
we certainly would welcome any comments you
might have at this time. If you don't mind,
if you will take that microphone we can re-
cord for posterity any comments you might
care to make."
