<br />we want to give it the local flavor through <br />our division engineers. We are giving him <br />more authority under these other packages and <br />also in the Welborn bill than he has had up <br />until now. We also want him tied in with the <br />local people on these advisory committees <br />which we have suggested. <br /> <br />I don't want to go much further but I <br />do want to say that I think when Mr. Sparks <br />characterized the differences between Senate <br />Bill 81. the Welborn bill. and this bill. he <br />said we are largely talking about procedures <br />rather than substance. Now. if all we are <br />talking about is procedures we certainly <br />should be able to get together here very <br />quickly and present a united front to the <br />legislature. I'll agree also with Mr. Sparks <br />that the guidelines in here (referring to <br />the Board's draft) have much to be said for <br />them. I like this plan concept so that we <br />can give these people an opportunity to come <br />into this system. And_I see no reason at all <br />why these guidelines. if you take out the <br />declaration and if you take out the method <br />of the referee. there isn't enough difference. <br />and we want the best. between 81 and this <br />draft that should cause anybody any argument. <br /> <br />I fully realize the responsibilities of <br />the Water Board. I also realize the respon- <br />sibilities of Mr. Ten Eyck, the Coordinator <br />of Natural Resources. I see no problem in <br />getting together on this. I think these <br />guideline suggestions are good. As to the <br />methods of approach. you can have hundreds <br />of different methods of approach as to how <br />you are going to approach these problems. <br /> <br />Larry.
