we want to give it the local flavor through
our division engineers. We are giving him
more authority under these other packages and
also in the Welborn bill than he has had up
until now. We also want him tied in with the
local people on these advisory committees
which we have suggested.

I don't want to go much further but I
do want to say that I think when Mr. Sparks
characterized the differences between Senate
Bill 81. the Welborn bill. and this bill. he
said we are largely talking about procedures
rather than substance. Now. if all we are
talking about is procedures we certainly
should be able to get together here very
quickly and present a united front to the
legislature. I'll agree also with Mr. Sparks
that the guidelines in here (referring to
the Board's draft) have much to be said for
them. I like this plan concept so that we
can give these people an opportunity to come
into this system. And_I see no reason at all
why these guidelines. if you take out the
declaration and if you take out the method
of the referee. there isn't enough difference.
and we want the best. between 81 and this
draft that should cause anybody any argument.

I fully realize the responsibilities of
the Water Board. I also realize the respon-
sibilities of Mr. Ten Eyck, the Coordinator
of Natural Resources. I see no problem in
getting together on this. I think these
guideline suggestions are good. As to the
methods of approach. you can have hundreds
of different methods of approach as to how
you are going to approach these problems.

Larry. I think you did a real good job
here. What I would like to see. the sugges-
tion was made. and I have nothing further to
say. I think the time has arrived when we can
now finally sit down and I know my committee
is anxious to work with you. to work out these
