Subsequent thereto. <br />within a very few days. Mr. Welborn wrote a <br />letter and said he wanted to get together with <br />Mr. Sparks and Mr. Hamburg and go over this. <br />Now there isn't that much difference. Actually <br />other than this concept as to whether you are <br />going to have water commissions throughout <br />the state acting as a referee or whether you <br />are going to have administrators within a <br />hearing section of the state engineer's office <br />who are charged with the administration of the <br />waters of the river. to provide the manpower <br />and the mechanics necessary to get this job <br />done. They are referees in both instances. <br />As Mr. Sparks correctly pointed out. through- <br />out the united States we are about the only <br />state that does not have some sort of a system <br />whereby they can use the expertise of the <br />state engineer's office and the water board <br />and the various other state agencies that are <br />interested in water law. <br /> <br />I <br /> <br />This suggestion has come to us from the <br />grass roots. We are told that people want a <br />simplified method of having these water rights <br />determined. If there was ever a point made <br />consistently in where I would say there is <br />unanimity it is in this feature of having a <br />referee of some type in this picture. Now <br />the method of how you do it. we have sug- <br />gested one method. We feel under our method <br />rather than having boards you are going to <br />have highly technically qualified people who <br />will be assisting our division engineers and <br />
