<br />early as June the principal subjects to be <br />covered. <br /> <br />I am sure that both Larry Sparks and <br />myself. I know. we have worked very closely <br />on many. many problems in the last six years, <br />look at the solutions to these problems in I <br />very much the same way. I don't believe there <br />is an iota of difference in Mr. Sparks' bill <br />from the standpoint of concept or what we <br />are going to do here for the State of Colorado <br />and our concepts. He has indicated that much <br />of this has come from what I call the Bob <br />Welborn bill. which is Senate Bill 81 and <br />that the philosophies are practically the <br />same. As far as I can figure out in reading <br />them. other than the declaration of policy and <br />method of determining who is going to be the <br />referee and aid the courts. that the philoso- <br />phy along those lines is 100 percent together. <br /> <br />In our bills we have suggested that this <br />problem be tackled also under civil service <br />but under a hearing section of the state <br />engineer's office. After all. we conceive <br />of either this water commission or the <br />state engineer's staff or a special hearing <br />section and they would accomplish the same <br />purpose. They would help us get this work <br />load out of the way and bring all these wells <br />into the system and permit their integration <br />through alternate points of diversion which <br />is permitted in both of these bills. both <br />this bill and Senate Bill 81. <br /> <br />I think that Mr. Sparks' principal com- <br />plaint or suggestion - I don't think it is a <br />complaint because I agree with him in many of <br />these particulars - is that maybe we should <br />shore up and be a little more definite in <br />some of these guidelines so there will be no <br />misunderstanding in the legislature or among <br />the people of the State of Colorado. What we <br />are trying to do here under a common philosophy <br />is to integrate 10.000 wells into our surface <br /> <br />I <br />
