didn't seem to be practical for these two
groups to get together at that stage of the
game. I wanted to try to bring about some
sort of consolidation of position or compro-
mise a common effort toward the same goal. I

wanted to complete this draft and has just
now done so.

I'd like to ask again if. at this late
stage of the game. it is now the 5th of
February, it is still not possible that both
the director of the Water Board staff and Mr.
Geissinger. the director of this task force
group which I might say parenthetically
virtually have rewritten the constitution as
far as water law is concerned, (that may be
a rather ambitious task to present to the
legislature). but I'd like to see if we can't
still get these two groups together. Now
that they have sort of defined their own
approaches to this to see what commonality.
if any. there is. what we can do still to
bring these two groups into a common position
because I believe we can.

The impression I get is that the legis-
lature really wants to do something construc-
tive about water legislation. I'm afraid if
we don't get these conflicting differing
approaches to the same problem somehow re-
solved we may very well end up in the impasse
that you referred to and which I think would
be a real disaster for water legislation. for
the Water Conservation Board. for the state
engineer's office and for the water users of
the state."
