Engineers, Colonel Cristoferson, had testified
in March before the House and Senate Appropria-
tions Committees, now this is a secondary
hearing for the benefit of public testimony."

"Is the schedule for completion still
1969?"

"Yes, sir, pending funds to start construc-
tion as our schedule indicates."

"Has there been any setback officially
at this time from your initial schedule that
\'le talked about one or two meetings ago?"

"No, sir. I checked that yesterday and
they are right on schedule on all items."

"One other thing on Bear Creek. You and
I, I know, have discussed the Mount Carbon
flood control project. HOW did the High\~ay
Department get left out of the planning? As
I recall, they were going right ahead right
through the main part of your proposed dam
site until it was finally called to their
attention. Is that essentially the problem?"

"The history of this, my experience \'lith
it, is that sometime last year we had called
the Highway Department asking them whether
they had any plans in Bear Creek Valley in
the Hount Carbon site because we had seen the
highway improvement heading in that direction.
I must admit that we don't have a record of
the official correspondence on that, since
it was a telephone call. At that time we
were told that there were no immediate plans
and unfortunately we neglected to pursue that
officially. Then, to the credit of the High-
way Department, they brought this matter to
the attention of one of our relocation engi-
neers. They were wondering what our plans
were in the Mount Carbon area since they were
planning highway construction through there
at this time. Then we got together \~i th the
