<br />Northwest Colorado Council of Governments <br />January 26-27,2000 <br /> <br />Agenda Item 12d. <br /> <br />Discussion <br />The cost to complete Phase 1, Phase 2, and to initiate Phase 3 of the project/study is <br />$201,000. NWCCOG has obtained $168,000 in grant funding to date, and needs $33,000. <br />Grants from larger contributors have been between $28,000 and $50,000 in size. While the <br />focus of project/study is the area encompassing Summit and Grand Counties, other areas of <br />both the west and east slopes area involved. A grant from the CWCB in amount of $25,000 <br />would be similar in size to grants from other major contributors. Grant funding would be used to <br />help complete Phase 2 tasks of the project/study. <br /> <br />This project/study is best described as water resource planning on the local level. The <br />Severance Tax Operational Account is intended to help fund this type of planning, and would be <br />the source of the funding. $25,000 remains in this account for FY 99-00. <br /> <br />The project/study is currently under way, and the funding is needed to cover costs and <br />expenditures through June 2000. <br /> <br />Recommendation <br />Staff recommends a grant in amount of $25,000 to the Northwest Colorado Council of <br />Governments for completion of Phase 2 of the Upper Colorado River Project Study. Funding <br />would come from the Severance Tax Operational Account. <br /> <br />Staff further recommends that approval of the 9rant be contingent upon CWCB Staff approval <br />of the revised Phase 2 Scope of Work. <br /> <br />cc: Taylor Hawes/Lane Wyatt, NWCCOG, P.O.
