<br />)- <br />J <br /> <br />.; <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />Nbrthwest Colorado Council of Governments <br />January 26-27.2000 <br /> <br />Agenda Item 12d. <br /> <br />The group also has received in-kind assistance from the financial sponsors and from the State <br />Engineer's Office, the Water Quality Control Division, the Colorado Water Conservation Board, <br />the Bureau of Rec1amation, and the Colorado Division of Wildlife. <br /> <br />Study in Proaress <br />Hydrosphere Resource Consultants is completing the project study in accordance with the Scope <br />of Work, which includes: <br /> <br />1. Define Locations of Interest: Specific locations for which hydrologic and water quality <br />information are desired will be identified. <br /> <br />2. Set Up Water Resources Database: A database management system for the Upper <br />Colorado River Basin will be set up using an appropriate commercial database product that <br />is consistent with Study needs and Study participants' preferences. <br /> <br />3. Develop Natural Flows: Natural flows for 1947-1991 period of record will be developed <br />based on PACSM natural flows and other existing studies. <br /> <br />4. Compile Water Quality Data: Existing and readily available water quality data for the basin <br />will be compiled, focusing on identified locations of interest. <br /> <br />5. Update In-Basin Water User Data: Water resources data will be compiled for in-basin <br />water users including existing and projected future water demands, water rights/water <br />supply portfolios, diversion, storage and return flow facilities. <br /> <br />6. Review PACSM West Slope Operations: Three half-day meetings will be held with Denver <br />Water staff to review and understand the operational, water rights and hydrologic <br />assumptions in the West Slope portion of Denver's PACSM model. <br /> <br />7. Specify PACSM Modeling Scenarios: A number of hydrologic scenarios will be explored <br />in this Study, including today's conditions and future scenarios. <br /> <br />8. Analytical Tools and Map-Based Interface: Changes in stream flows and reservoir levels <br />resulting from various water development scenarios will be estimated with reasonable <br />accuracy at the specified locations in the study area locations. <br /> <br />9. Water Quality Assessment: Develop a basic analytical framework for water quality <br />assessment on a Basin-wide level. <br /> <br />10. Report on Specified Scenarios: The scenarios developed and explored in Phase II of the <br />Study will be described in a memo report, focusing on major assumptions and graphical <br />portrayal of results. The report will be designed to complement the basic illustrative <br />capabilities of the modeling tool and user interface rather than be a stand-alone document. <br /> <br />11. Deliverables: All database files developed for the project, a report documenting the findings <br />of the water quality assessment, and a report on specified scenarios and their outcomes. <br /> <br />3 <br />
