268

should be so applied in any determination of Project
feasibility, any other formula would be unfair to
Colorado in general and the basin area of this project
in particular.

(1) A reasonable estimate to the allocation of
cost of the Curecanti Project to flood control
could well be about $15,000,000. As-example,
the uncontrolled Gunnison River through Delta
County alone is taking a considerable toll
annually which in a hundred yeaTs could approxi-
mate this figure.

(2) Regulation provided by leveling out the
water supply to power units and other uses down
stream in 100 years should be $5,000,000 value.

(3) To irrigation of new lands and supplemental
supply for gravity use below the reservoir and
exchanges in Colorado $5,000,000 is a reasonable
allocation.

(4) To Stabilization of Western Slope economy in
particular and Colorado in general. $10,000,000.
By abundance of locally available water and power,
more industry will be located here. (It is' his-
toric industry will follow and consume all power
and water made available). It will make possible
or materially aid coal hydronation and oil shale
development and the use other local resources. It
will bring about a Recreational area, rich in re-
sources, beauty and grandeur.

(5) To National Defense value because of-interior
location, $5,000,000.

(6) Assuming the cost of power generation here
from a given water or coal project the same, since
the water is not used up but shows up down stream
for reuse while coal used for this generation is
totally depleted and lost for any future value.
The differential in resource used up will easily
in a 100 years total a depletion value saved for
other uses of $5,000,000.

(7) Other very definite values that should be
credited to the cost of the Curecanti project in
comparing it with the other storage group projects
are (a) the material increase in quality of water
down stream that will come about by the high quality
water flowing evenly throughout the year from Cure-
canti, this would surely help to allay the lower

I

/

/

I
