to, I can see some cbjecticn to it alsc, but
it's in the law; it's already been done and there
is ncthing we can do here that is going tc change
it today.

The real pcint is that these river basin
commissicns are gcing tc function whether we
are in them or not. I hesitate to let them
function without us getting in and throwing
our weight arcund a bit. I think we are fcrced
new, regardless of what we feel abcut it, to
participate in this act which Ccngress has en-
acted."

MR. GOODWIN:

"Thank you, Larry, for that explanaticn.
I would like tc ask you further, and I knew you
have studied this thing more than the members
cf the Board, your recommendation then would
certainly be that we favor this commission. In
other wcrds, if we dcn't gc alcng with this we
cculd get in a lot of trouble by being bypassed."

MR. SPARKS:

"That's ccrrect. I think we could be com-
pletely bypassed. You will notice that we have
net put anything in this rescluticn abcut the
questicn cf timing. New we considered the thing
that si brcught up here, the matter of timing.
We are not, as far as the staff is ccncerned,
reccmmending at this moment that we initiate
any action on our own in connecticn with this
act. We are merely prcviding a guide to the
Governcr when the time comes that the other
gcverncrs say to him, there are seven cf them
in a river basin and six of them say they are
gcing tc fcrm a commissicn, the Gcverncr has
cnly a certain time under the law to make a
reply. When that time comes he has tc make up
his mind, either we are going in or we're not.

val in here. As each river basin commission is
fcrmed we hcpe tc come back to the Board, cr
have time tc ccme back to the Beard and say
